The City of Woodruff blends the small – town charm of a historic mill village with a geographical location just south of Spartanburg, South Carolina, within 15 minutes of I-26 and I-85, BMW, the Tyger River Industrial Complex, Greenville Spartanburg Airport and 30 minutes from downtown Greenville. The city’s focus is to capitalizes on growth in the surrounding area by creating a vibrant city center and enhancing the vitality of the community to attract residents and visitors. The South Main/East Hayne Streetscape Improvement project addressed the limited parking in the downtown district, public safety for pedestrians, and lack of curb appeal to encourage new businesses and visitors. The project involved the upgrading of sidewalks and crosswalks to provide an attractive corridor in the downtown district and to connect the business district to McKinney park. Improvements included lighting, landscaping, additional new parking spaces, and strategically placed throughout the project area benches and trash receptacles.

This CDBG funded Streetscape Improvement project was awarded under the Low- and Moderate-Income Area (LMA) benefit National Objective with city wide impact of 3,920 total residents of which there were 2,280 LMI beneficiaries or 58% of the total city population. Since the completion of the streetscape project, the city has added three new restaurants to the downtown corridor.

The project application meets the CDBG National Objective of LMA benefit and conveyed a community supported vision for improvement.

The streetscape improvement project is complete and a grand opening ceremony was held in February 2020.
