Dear COSCDA Members:
Welcome to COSCDA’s 2023 Annual Program Manager’s Conference. On behalf of the COSCDA board and staff, I want to thank you for your attendance at the Conference to expand your knowledge and expertise in the programs that we administer. Our agenda is filled with opportunities to stimulate your professional development and hear from many officials from the federal government, subject matter experts on a variety of relevant topics, your colleagues in states across the country along with COSCDA partners in Washington, DC. This conference will offer you tools to respond to existing needs while equipping you to anticipate and shape the future
realities.
We are convening our first in person Program Manager’s Conference since 2020. We are offering four separate program tracks: Community Development, Housing, Homelessness, and Disaster Recovery. We have also interspersed several cross-cutting topics. Over the next two days, we will hear from many national experts, as well as panel sessions that include COSCDA members, who will showcase their work in support of communities across our great nation. I want to encourage you to take advantage of face-to-face networking opportunities and the resources offered during our time together.
Strong member participation is the linchpin to COSCDA’s ongoing success in the housing, homelessness, community development and disaster recovery arenas. Together, we create synergies that result in outcomes beyond what we can do working only in your States—peer resources are identified, future training needs are prioritized, best practices are shared. Together, we renew the process of creating and refining our agendas for continuous improvement on behalf of the communities we serve.
We will remain vigilant in assisting COSCDA members to continuously improve their effectiveness and extending the benefits of our programs. And, again, we thank each of you for making attendance at this training conference a priority.

Critical Issues for HOME-ARP Implementation

There are a number of hot topics that HUD staff will highlight and address regarding the HOME-ARP program. Some of these issues include, but are not limited to, resident restrictions staying consistent with fair housing, displacement considerations due to project development, and rental housing requirements specific to ARP funding.

This session will examine the needs and efforts to address the unsheltered homeless population, with a special focus on the increases occurring in rural areas. The session will also highlight the new HUD funding initiative for unsheltered homelessness.
Disaster Recovery
Getting to Recovery Faster: Options to Implement DR Activities Quickly

States recipients will describe their strategies and initiatives to start disaster recovery efforts sooner than previous disasters. The Recovery Acceleration Fund model will provide bridge loans to finance rebuilding. One state is creating a housing model with state funds to address disaster. Another state will outline pre-agreement work to facilitate recovery activities.

Ensuring Timely Expenditures and New LMA Local Survey Tool

This session will cover two topics: how states can improve their CDBG expenditure rates and a new survey tool. Advocating for CDBG funding is difficult when states are showing substantial unspent balances. This session will have presentations from both HUD staff and COSCDA members with strategies and program design options to increase timeliness of expenditures. HUD staff will provide an overview of a new LMA survey tool.

Housing Trust Fund 7 Years On: Progress and Problem Solving

States will provide presentations that highlight how they designed and managed their Housing Trust Fund programs. The discussion will also include the challenges faced by those states, and opportunities for COSCDA members to raise their issues about how to manage the HTF program.

Addressing Homelessness in Disaster Recovery

Several new resources will be presented that support the recovery of and assistance for people experiencing homelessness prior to a disaster. HUD Disaster Recovery has issued a Toolkit on assessing unmet needs that raises the profile of this issue. Also, HUD SNAPS is managing a new program called the Rapid Unsheltered Survivor Housing (RUSH) program, which provides housing and services for people experiencing homelessness whose needs are exacerbated by disasters, and people who are at-risk of longer-term homelessness.

The Post-COVID workforce is changing how state agencies address recruitment and retention of staff. This session will briefly highlight some of the new trends that states are using and strategies that managers can deploy, even when flexibility is limited in attracting and keeping good people. This session will also cover the basic considerations and requirements when state program managers are soliciting for professional services/consultants to assist them in managing HUD programs. Adapting CDBG to Economic Recovery and Funding Microenterprise

This session will address two related topics: how to fund microenterprise assistance activities and changes in the economy impacting the use of CDBG for economic development activities. This session will include presentations on program requirements for microenterprise activities. Also, COSCDA members will discuss changes they are making to better administer business assistance programs in the COVID-recovery economy.

Leveraging Treasury Funds for Housing

The U.S. Department of Treasury has provided COVID recovery funds that can be used for housing activities. Officials from Treasury will briefly discuss how to direct those resources for housing projects. The session will also include presentations from states that have projects and activities to improve housing using the Treasury funds, including at least one example of combining Treasury funds with HUD resources.
Homelessness
Aligning Health & Homelessness Programs
Location: Meeting Room Fifteen
New initiatives that provide funding and other resources for housing and supportive services will be presented in this session. These initiatives are directing Medicaid funds and health system resources from hospitals and managed care organizations toward these non-traditional uses that impact the quality and cost of health care. Partnerships and projects working to align health care and housing needs will be highlighted.
Disaster Recovery
Incorporating Mitigation & Climate Resilience in DR Activities

HUD’s Consolidated Notice will require CDBG-DR grantees to incorporate disaster mitigation measures into all recovery activities involving construction. Recovery Housing: Sharing Promising Practices & Challenges

Leveraging Treasury Funds for Housing

The U.S. Department of Treasury has provided COVID recovery funds that can be used for housing activities. Officials from Treasury will briefly discuss how to direct those resources for housing projects.
