Dear COSCDA Member,
On behalf of the officers, Board of Directors, and staff, I want to thank you for your attendance at the 2021 COSCDA Annual Conference and welcome you to the State of Nevada … virtually. The theme for our conference is “Power of Partnerships.” This year, for the second year in a row, our conference looks a bit different… while our nation remains in the ongoing COVID-19 medical pandemic, our important work continues. Although we are not able to gather in person, we are committed to coming together virtually to share, learn and grow together.
During our time together in this virtual environment, we will highlight current policy matters critical to community development, housing, homelessness, and disaster recovery. To that end we have put together general and concurrent sessions that feature federal officials, knowledgeable professionals and of course your peers, who will provide timely information that we hope you find invaluable as you work to implement your state’s comprehensive arsenal of community development programs. This year HUD’s Senior Official’s briefings will provide critical updates on new policy directions from our partners at HUD. We have also scheduled a “virtual mobile workshop” to give you a close up view of outstanding projects undertaken by the State of Nevada in the non-entitlement communities throughout the state.
Speaking of the State of Nevada, I want to extend a very special thank you to the staff for hosting our conference and for the planning committee’s countless hours in organizing and executing what I know will be in outstanding conference.
In closing, I want to reiterate that strong member participation is a primary factor to COSCDA’s continuing success which is demonstrated by the ongoing active commitment to COSCDA’s vision and mission by you and your colleagues. Attending training events like this reaffirms that for COSCDA, the whole is greater than the sum of its parts.
Together we create momentum that results in outcomes beyond what we can do working only in our individual states – together we renew the process of creating and refining our agenda for continuous improvement on behalf of the communities we serve.

VI-SPDAT: Moving Beyond Assessment Tools
With the phasing out of VI-SPDAT, states and Continuums of Care are looking for new options to replace this commonly-used assessment tool. This session will review options for assessment tools and, more importantly, improving the assessment process, with or without a formal tool. Resilience Planning: Doing it Now to Preserve the Future
States and localities have been increasingly impacted by natural disaster events experiencing severe damage to infrastructure, housing, and related community facilities.
