Summary
Addressing the needs of homeless and at risk of homeless populations, Pennsylvania’s Department of Community and Economic Development (DCED),   Department of Community and Housing Development (CH&D) provided both CDBG and HOME funding to develop nine units of affordable rental housing located in Bloomsburg, Columbia County for homeless, at risk of homelessness or low and moderate income individuals and families from Columbia County. 

 

Benefits & Innovation
The developer a Community Housing and Development Organization, Community Strategies Group (CSG) rehabilitated donated Church and Parsonage buildings at 375 West and 381 West St into affordable rental housing.  The housing units consisting of one to three bedrooms incorporated the church’s unique architecture features of stained glass windows, moldings with energy efficient design features, accessible units (including sensory) and broadband. Amenities include a Community Room with full kitchen management and central laundry for the residents.   

The project provides space for community support services Agreements with local service providers will provide special services to residents for preparation for sustainable independent living.
