Project Summary
On February 5, 2019, the Alabama Department of Economic and Community Affairs (ADECA) awarded a CDBG Grant in the amount of $400,000 to the Town of Double Springs, in Winston County, Alabama, for the purpose of rehabilitating an existing city-owned 67,000 square foot industrial building so that Winston Home Builders could establish its business there for the construction of 3-bedroom and 4-bedroom manufactured/modular/ mobile homes, and create 150 jobs for the community’s 1,083 population.

Winston Home Builders ultimately created 201 jobs, 159 of which were made available to persons of low and moderate income.

“With a third generation of workers emerging whose families have made a living in the manufactured housing industry, a highly skilled workforce was readily available to Winston Home Builders.  This, along with very competitive wages, helped the company meet – and far -exceed – the 150 job commitment.  Aside from the obvious benefit of job creation, the company’s effect on the local economy has been tremendous, as an estimated $4 Million was expended by the company to renovate and occupy other buildings nearby and purchase the needed manufacturing equipment.”
