Collaboration has been either the central or underlying theme of each of the four Big IF workshops. It became apparent at the 1998 workshop that many states did collaborate, but to differing degrees. This survey merely attempted to organize in one table, the responses received from email, fax, mail and telephone surveys.
Forty-five states ultimately responded to the survey. The survey did not require any comments to be submitted with the questionnaire responses, but did provide space for comments. All explanations or comments were purely voluntary.
Forty-one states report some sort of infrastructure financing collaboration between different federal and state agencies. Of the forty-one states that collaborate, thirty states have a formalized committee that meets on a regular basis.
